A business-backed policy agenda to accelerate regenerative landscapes

The United Nations Convention to Combat Desertification (UNCCD) mandated the World Business Council for Sustainable Development (WBCSD) to convene global private sector consultations on the sustainable management of agricultural lands. The consultations have yielded a business-backed policy agenda (password: policy) to accelerate the transition to regenerative landscapes. It comprises a set of globally applicable recommendations that countries can use to unlock private capital at scale and mobilize private sector contributions to sustainable land management, in line with national priorities. Through this Statement of Support, leading businesses indicate their commitment to scaling regenerative landscapes and their support of this universal policy agenda, while recognizing its recommendations will take different forms in different contexts. 

Who we are 

We represent businesses from a wide range of sectors, including agriculture, food and beverage, forestry, textiles, fiber production, agricultural inputs, manufacturing, retail, finance and investment. Together, we are investing in sustainable land management and regenerative agriculture to protect and restore the farmland, landscapes and ecosystems we depend on. This supports the local communities and land stewards we partner with, strengthens supply chain resilience, and contributes to food security and prosperous economies. 

The moment 

Momentum towards regenerative landscapes is growing as the urgent need to reduce physical risks, as well as the potential to unlock investment opportunities, become increasingly clear. Smallholder forest and farm producers are investing, on average, 20-40% of their annual income in resilience and nature, and investment commitments reported under the COP Action Agenda on Regenerative Landscapes have grown from USD $2.2bn in 2023 to USD $9bn in 2025. However, despite progress, investments are not reaching scale at the speed required and the costs and risks continue to fall disproportionately on producers.

To fully leverage the potential of private sector contributions to sustainable land management and unlock the next wave of investments, we urgently need strengthened public-private collaboration and enabling policies. As such, we call on governments to: 

1) Create a coherent and stable policy environment 

Reduce fragmentation and build coherence and stability across policy, regulation, finance and data systems. This makes long-term investment easier, simplifies reporting, and supports coordinated landscape action. 

2) Develop a long-term investment vision and create the necessary conditions to de-risk investments and share costs and benefits fairly 

Strengthen systems that fairly share costs, risks and benefits between the public and private sectors, and across landscapes and value chains. Lowering barriers for land managers and reducing investment risk helps direct capital toward regenerative landscapes. 

3) Strengthen trusted frameworks for accountability, target-setting and impact measurement 

Promote harmonized, interoperable, science-based measurement, reporting and accountability systems that work consistently across public and private sector actors, value chains and countries. Streamlining these requirements reduces business costs and complexity, improves transparency, comparability and investor confidence, and directs capital towards measurable results. 

4) Work with business to co-design solutions 

Businesses and governments have a shared interest in investing in sustainable land management and transitioning to regenerative landscapes. By working together, we can co-create country-specific solutions and unlock investment to deliver positive impacts for current and future generations.
