LEEP will create a small office in each participating city that can drive the emissions reductions agenda linking the public and private sectors. It will provide a neutral platform for stakeholders to develop innovative solutions and thereby reduce transaction costs for business by offering a one-stop-shop for information and informal structuring of deals.

WBCSD will test this idea in a phased approach in up to seven urban regions by 2020, working with interested member companies, partners and various public donors and private foundations to secure long-term funding for the program.
